Texting non-Apple devices from an iPad?
I was given an iPad Air 2 for Christmas that only has wifi capabilities; no cellular. Can I still send and receive text messages from non-Apple devices? If I can, how do I do this?

No, not directly.
An iPad has no actual number to text from or receive texts in.
If you have an iPhone you can use it with Continuity to text to non apple devices from your iPad.

Otherwise, and since the iPad has no number from which to text to or receive text to, you'll need to download a 3rd party texting app that will assign a number to you to text through.
Look in the App Store app for texting apps. Most will charge you a fee to use their texting services like a cell carrier would.
