There are up to three places you need to change to stop this behavior.

1. As mentioned, choose Shut Down or Restart from the top left Apple menu. It doesn't matter which one. Uncheck the box. You can then click Cancel. The OS will remember your choice under either menu item.

2. Open the System Preferences and click on the General tab. Put a check on Close windows when quitting an app.

3. In the System Preferences again (also mentioned above) under Users & Groups. Click on your user name and then the Login Items tab. Unlike what was mentioned above, do not blithely delete every entry. Remove entries that launch an actual app, not helper tools. Such as below, I would rather obviously create problems for myself by removing any of the launch items shown.

Thank you reply

I have check and do this.

But my Mac crash or Sleep failed ( laptop in black screen long time ).

I force reboot my Mac.

It's all back again.

Only I force reboot twice that I can get a clean environment.

( one time App will reopen, two will get a clean login )

I look up all setting, looks like no thing can solve this.

But some time when mac crash, automatically reboot or update OS

In a crash situation, when you get to the Login screen, hold down the Shift key to disable all login items. This will not get items that were open when you crashed that were not a login item, but it will help.

My question would be how often are you crashing? This should be something that is rare not so often that it is causing an issue.

The following article should help you here:

Automatically re-open windows, apps, and documents on your Mac - Apple Support

In particular, as well as unchecking the "Reopen windows when logging back in" option before shutting down or restarting, ensuring that no apps are enabled in the Login Items pane (System Preferences > Users & Groups) should also help you here.

To stop that annoying behaviour , simply close all the open apps (not only clicking on the red circle on top left of the window, but also quitting the app from the menu bar). Then, open the Apple menu, choose Shut Down, and uncheck the "Reopen windows when logging back in" checkbox. Click the blue "Shut Down" button. All done, when you will reboot (even after a crash) you will open your Mac without any open app.
