I have been looking online recently for a new ipad and it seems that apple's official website doesn't sell the 64gb version only the 32gb and the 128gb ones but some other sites like argos do sell them but they are fully out of stock everywhere so have apple discontinued it or are they simply in short supply since the iphone 7's release?

Yes it has been discontinued. In fact, after Apple released the iPad Pro, they increased the storage of the iPad Air 2 for it to be coherent with the Pro line:
iPad Air 2 16GB -> iPad Air 2 32GB
iPad Air 2 64GB -> iPad Air 2 128GB
There are still a few "old" iPad Air 2 64GB left though on various websites and places.

It is not available on my Country's Online Apple Store either. It would make sense as the new iPad Pro 9.7 doesn't come in that capacity and it would only be an extra unique component to produce, however, I didn't see anything in the press releases that said anything.
