Once it's disabled, there's NO OTHER way of accessing the files? If so, why are there so many other answers out there, about accessing the intricate files, for example, in disk mode or DFU mode? No. Once it's disabled, any data on the phone is unrecoverable.
Passcodes that can be recovered or re-set are completely worthless. They provide no security at all. If you backed up your devices on a regular basis, which Apple has made brain dead simple with iCloud backups or automatic backups to iTunes, you wouldn't have a problem with lost data.

Yes. It's correct. The data on the device is encrypted. Once it's disabled, it's impossible to access it as you can't enter the passcode, which would allow the device to decrypt the data. There is no "disk mode" on an un-jailbroken iPhone. DFU mode puts it into a state where it allows a complete overwrite of storage if the phone gets into a state where it can not boot at all.
