How to recover locked Apple made with @me.com?

I have an iPhone configured with an apple ID of @me.com. iTunes and emails. All of sudden it started showing error that my account is locked for the security reasons. I am trying to unlock it but can't access to emails because Apple ID is locked. I can't check my email on the phone and can't find any place where I can login and verify my account. Its several years now I created account and can't remember what were the security answers. What do I do? anywhere I try to login on web it says account is locked and ask to follow steps to unlock it. Doing so It says follow the steps being sent on email which UN-accessible because mobile's apple ID is locked.

I see that your @me.com Apple ID has been locked and you're unable to gain access to it again. You've tried valiantly to gain access to your ID again, and I'll be happy to help you with this.
If your Apple ID is locked -- If you've tried all of the steps in this article then Contact Apple for help with Apple ID account security.
