Only upload specific songs to iCloud Music Library?

I don't have my iCloud Music Library turned on my Mac because I don't want my entire library to upload. But I use Apple Music and want to be able to put songs or mixtapes that aren't available on Apple Music onto my phone. I know that if you have iCloud Music Library turned on your phone you can't manually put songs on the device. So is there any way to pick and choose which songs I upload to my iCloud Music Library so that I can have them on my phone as well?
