does mini Ipad 4 has GPS receiver?

I have mini Ipad 4, version 10.2(14C92), capacity 122.04GB, model MK9N2CL/A

I download maps.me. When I tried to use the map the app cannot determine my location,does mini Ipad 4 has the GPS receiver?
