I Have purchases that I made under email,accounts that I can no longer access on my iPad because I no longer have those email accounts. How do I recover them?

Anything that you download on an account is permanently tied to that account, so you will need to continue to use them.

To change the primary email address on an account to an address that you have access to : Change your Apple ID - Apple Support
You could potentially set up family sharing with all of your accounts (the organiser account on the share will have to have a payment method on it) : Family Sharing - Apple Support
Hi. Remember that an Apple ID is just an Apple ID. You can still use it in iTunes, iCloud, etc., even when it's no longer an email account. It's a little late for this, but when you change your email provider, you should really change your Apple ID to match, see Change your Apple ID - Apple Support. Then everything will follow smoothly.

All apps are tied to the Email account they are downloaded with if you now have a different apple ID you have to download apps again any paid ones will need to be
Paid for again .
