Stop Safari from Suggesting Passwords

I'm running Safari 10.0.2 under El Capitan 10.11.6. When I am setting up a password at a web site Safari pops up a dialog suggesting a password. This is most annoying and interferes. Is there a way to stop Safari from doing this?

Hi Russ,

I understand that you are seeing the suggested passwords in Safari, and you would like to stop this from showing up. I know it's important to have your Mac work in a way that is efficient for you, so I'm happy to help.

This feature is a combination of having Safari AutoFill and iCloud Keychain enabled on your Mac. To prevent this dialogue from showing up, you would have to stop using one or both of these features.
