Why does TimeMachine need an internet connection for backups when connected to a LOCAL USB drive?

Is the information being backed up sent to an Apple cloud server to be mirrored and back to the LOCAL USB drive?

Time Machine does not need an internet connection when backing up to a local drive, provided that drive is physically connected to your mac, e.g., via a USB cable. What happens to make you think it needs the internet? Maybe you are backing some stuff up by sending it to iCloud?
