Safari rejects URL request.

With a particular website I get the message

The requested URL was rejected. Please consult with your administrator.

Your support ID is: 1146144523067146091

Why am I getting this and how can I rectify the fault? Using Safari 10.0.2 and OS X 10.11.6 as my iMac is too old to run 10.12.
