The latest generation of Uconnect does already support both Android Play and Apple CarPlay. At least as of 2017 model year and reportedly only available on a few models. So once again, it is the car manufacturer who is limiting the feature, not Apple. Apple CarPlay standards are published and known to anyone who wishes to develop a compatible interface. It is up to each car maker to do that, and to offer that feature in the head units of their vehicles.
See http://www.driveuconnect.com/system/dodge/ If it is not supported on your particular Chrysler vehicle, then talk to Chyrsler about it. Clearly they know how to make UConnect Apple Carplay compatible. They just choose to only do so on some models, and not others.
And just to be clear for other readers - Apple nor Android make any effort at all to conform to any particular vehicle manufacturer's head unit firmware or software. Both Apple and Googlehave developed their own standard automotive interface for their respective operating systems, and make that standard wholly available to software developers at every car maker. it is then up to the car maker to code their head unit firmware and software to be compatible with the operating system's feature set. So if Apple Carplay or Android Play do not work on your particular vehicle, that is entirely an issue with your vehicle manufacturer, not Apple.
