New card getting declined

Previously I've always been using my CIMB debit card for any sort of purchase made in App Store or in app purchases. Recently all Malaysians had to get their debit card replaced and for some reason this card is declined in App Store. I don't have a credit card and my debit card has worked just fine previously so how do I go about this? There is certainly fund in my account, I even called up CIMB to make sure online purchases and international purchases is activated for my card, still no luck.

So the issue now is I can't update my apps nor can I download anything (including free apps) because it keeps asking me to update my payment details which is constantly being rejected. Please advice.

It may be being declined because it's a debit card, whether an old card used to work doesn't really matter, what is or isn't accepted by iTunes can change over time. Do you have a different card that you could try ? Or to download updates to your apps and free items you could try just logging into the account, not when trying to download something, and seeing if you get the 'none' option so that you can remove the card : Change or remove your Apple ID payment information - Apple Support

For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account)
