why is half of the screen on my macbook pro tinted blue???

I just recently got my macbook pro and I was just on the internet when half the screen was tinted blue. I tried to click on the other side of the screen to see if it would go away but it just moved the tint to the other side of the screen.

It also won't let me turn off my laptop or even see the top bar at all.

How do i fix this?
