How to set iPhone preference to send as text instead of iMessage

I want to be able to enable iMessages on my iPhone, but have my phone prefer to send messages via text, and not iMessage. I am sick of opening my MacBook once every three days and being inundated with messages I never knew I had received.

I know that I can disable iMessages, and I have done that. But that means I cannot receive any messages sent to me over iMessage. It also means that if I enable it, all of my messaging traffic will be sent over iMessage. I don't want that to happen.

I want to be able to receive iMessages on my phone, BUT have the phone prefer to send my messages via text BEFORE trying to send it via iMessage.

Is there a setting I'm missing? A way to do this? Even a jailbreak tweak that can do it?

My device is an iPhone SE running iOS 10.1.1

Thank you,

Grant
