When the Apple ID password is changed for an account that is associated with the VPP (Volume Purchase Program), the token for VPP also changes, why is that? And what affect could that have on any VPP apps that were already installed via an MDM server that would now have a revoked (obsolete) VPP token?

yes,that is default setting for MDM.
for most of the vpp account will not change password,
because you just manage devices on MDM panel.
and it's easy for people change MDM system, just change your password, all token need to update.
Thanks for your response rockfulam. Would you happen to know if there could be any impact to VPP apps that have already been installed via MDM after the VPP token updates in Apple VPP? i.e. if the VPP token does not get manually updated on the MDM server to the new one generated by Apple VPP.
If token was updated, old token MDM cannot get iPad installed app status, also cannot control the iPad APP, however you can still use iPad APP.
You should get new token from VPP and update on MDM
