So my school has these problems with ipads that safari will not quit and by the way i tried to restart so plz find the problem on IOS 10. 😀

Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo. Then let go and the iPad will reboot.
did you double click then swap up [ or whatever ] to quit the app?
Try using a different web browser.

Try a reboot press & hold power button & menu button hold both down until
You see apple logo this can take 30 seconds
Then go to settings - Safari delete history & data.

Did you try double clicking the home button then flicking Safari to the top of the iPad then restarting Safari?
