Can i send messages with bubble or fireworks effect on my iwatch ios 3.1.1
I Can received text with bubble effect but when replying i dont see any option
to send with the same effect?

No - it is not possible to send bubble or screen effects (fireworks, confetti, etc) from Apple Watch.
Messaging options that are available on your watch are detailed here:
Tap the heart with two fingers to right of emotions.
Then tap screen for "bubbles". On an Apple Watch, the notification will tap your wrist. On the phone it will just be the animation.
Place two fingers to send your "heart". This will send your current heart rate another Apple Watch, and just animation to a phone.
You can also draw on the screen. Your "pallet" or color wheel selection is in the top right
Except for handwritten messages and stickers that have recently been sent from your iPhone, it is not possible to send the same kinds of message "effects" on your watch that can be sent from your iPhone:
