You cannot activate any iPhone without a SIM. If the iPhone is locked to a carrier, then the SIM card must be a valid one from that carrier. To remove a carrier lock, you must request that from the carrier it is locked to. Only the carrier can authorize an unlock.

If your iPhone is locked to a different carrier than the one that you want to use, you will need to contact the original carrier (Apple does not perform unlocking) and follow the steps here:

Unlocking is subject to the original carrier's policy - a minimum period of paid service and/or a fee may be required.
