I ordered a refurbished iPad Mini 4, to be delivered Jan 17. It will not replace an older iPad. I have read that the best way to set up is by restoring from the back up of my iPhone 6. What is the proper way to do this? Also, does the iPad Mini 4 have to have the current iOS system before I do this?

It has to have an iOS level that's at least as high as the phone (you can't restore a backup onto a lower iOS device).

Doing it via iTunes is probably the best way, an iCloud backup and restore won't copy any of your own music and videos in the Music and Videos apps, nor will it copy any photos that you synced from a computer to the phone, nor will it download purchases that are no longer in the store (or tones, which are a one-time only download). An iTunes restore will look to pick up your music, films, tv programmes etc. from the iTunes library (they aren't included in the actual backup)
Okay, so it looks like during the set up process, the set up assistant will tell me if I need to update the iOS system on my new iPad Mini 4. And then I can proceed with the restore from my iPhone 6 backup. Sounds easy enough. I tend to worry too much about problems that might never happen!
