when i try to download an application it says i must pay and the app its free

If you mean the 'buy' and 'cancel' buttons when trying to download it then does not mean that you will be charged for downloading it (you aren't charged for just downloading a free app), you are effectively 'buying' the app for nothing (even though it's free the app will go onto the account's purchase history, so it is a 'purchase')
