Can't Access Folders and Files in iCloud Drive

Tried setting up Desktop and Documents in iCloud Drive. Something went awry. I cannot access the files in iCloud Drive from my Mac, even though the files are at iCloud.com.


Actually, it allowed me to access a few of them, for a short time... the little Cloud and the download arrow worked for a few folders and files. Now, the little down arrow is gone. So, when I click on a folder or file in my Documents (now under iCloud rather than under Documents), nothing happens.


Also, I have not been able to Sign-Out of iCloud. It insists on archiving my files in a "iCloud Drive (Archive)" location, but never finishes it... just "crashing" after several attempts.


In addition, My Passport by WD external drive is acting strangely with TimeMachine. It just churns and churns and cannot create a backup.


I guess just do a System Restore, from a few days ago, before I tried to create the Desktop and Documents files in iCloud Drive?


I have upgraded to Mac Sierra OS
