Yes, but "downloading" here applies to downloading Apple Music songs for off-line listening on an iOS device. It does not apply to the purchase of normal AAC audio tracks from the Store.
Individual song purchases aren't covered by the Apple Music subscription, but don't require that you remain a subscriber to play, and can be used in more places.
