iPhone ads

I noticed an issue with the ads that appear in my apps such as my games. Most if not all the ads are in a different language most of them are in Chinese. I don't have any other language settings on my phone besides English. I have no other reason for why the ads would be in different languages. Is this a normal thing or is there something wrong.

somebody told me that the ads are tailored to me but I'm not sure why that would be because the ads have nothing to do with me. i usually don't mind ads because in the past the ads of recommended other games that i have downloaded. but know it is showing games and apps in Chinese characters. i was told if i switch on limit adtracking they would go away but now there are no app recommendation ads, the ads shown are just basic ads for websites. essentially what i am asking is if there is something that is affecting what ads are shown to me and if i can change that

Here's what I found so far, besides the info in this article: Opt out of interest-based ads in the App Store and Apple News - Apple Support

Choose Your Advertising Preferences

Opt-out of ads targeted based on your location
You may choose to opt out of receiving location-based advertising and Offers on your iOS device by opening ā€œSettingsā€, tapping ā€œPrivacyā€, tapping ā€œLocation Servicesā€, tapping ā€œSystem Servicesā€, and sliding the Location-Based Apple Ads switch to ā€œoffā€. Apple’s advertising platform does not receive location-based information when you turn off Location Services on your device.

Opt-out of targeted advertising
You may choose to enable Limit Ad Tracking on iOS by opening ā€œSettings,ā€ then tapping on ā€œPrivacy,ā€ then ā€Advertisingā€, and sliding the Limit Ad Tracking switch to ā€onā€. To enable Limit Ad Tracking on Apple TV open ā€œSettingsā€, select ā€œGeneralā€ then ā€œPrivacyā€, and set ā€œLimit Ad Trackingā€ to ā€on.ā€

If you chose to enable Limit Ad Tracking, Apple's advertising platform will opt your Apple ID out of receiving ads targeted to your interests regardless of what device you are using. Apps or advertisers that do not use Apple's advertising platform are required to check the Limit Ad Tracking setting and are not permitted by Apple’s guidelines to serve you targeted ads if you have Limit Ad Tracking enabled.

Whenever you want to clear the data associated with your Advertising Identifier, you can simply reset it. To reset your Advertising Identifier on iOS, open ā€œSettingsā€, tap ā€œPrivacyā€, tap ā€œAdvertisingā€, and tap ā€œReset Advertising Identifierā€. To reset your Advertising Identifier on Apple TV, open ā€œSettingsā€, then select ā€œGeneralā€, select ā€œPrivacyā€, and click ā€œReset Advertising Identifier.ā€

When you enable Limit Ad Tracking, your advertising identifier is set to null for third party apps. It is automatically reset to a new random identifier when you disable Limit Ad Tracking.

If you enable Limit Ad Tracking, you may still receive the same number of ads, but the ads may be less relevant to you.

what i am trying to find out is why these ads they are showing me are cartered to me in the past i have never seen ads like this (ads in other languages) i would like to be able to fix this so the ads i receive are actually suited to me.

i have tried turing off ad tracking but the ads they then show are very irrelevant ads and i understand that that is the purpose but i don't like that. i just want to find out why these developers are showing me these ads.
