IPad Pro Freezing

Every time I get this prompt "This site is attempting to open a pop-up window", my iPad freezes. I cannot even click the Block or Allow option as the iPad is frozen. Each time I have no choice but to go to Safari and clear history/data. The option of "Block Popups" under Settings/Safari is toggled Off.

Does anyone know how to prevent this in the future?
