Can't get name and password to appear on the Login Window

I've been trying to force MacOS Sierra to display the name and password on the Login Window. I tried setting the Display login window as Name and password, but it doesn't change anything. I followed the instructions here: macOS Sierra: Login Options pane of Users & Groups System Preferences

It still just lists the users available on my mac when I restart the system. This is a new Macbook Pro 15" with the touchbar. When I signed in it has the disk encrypted by default. Toggling these settings on my old Macbook Pro 15" from 2014 works fine, so it probably has something to do with the disk encryption because my old system doesn't have the disk encryption turned on.
