SMS Delivery Report on iOS 10 and Beyond?

Does there any possibility enable SMS Delivery Report on iOS 10.X and beyond? I know iMessage have better features, but the problem not all my contact have an iPhone/iPad/Mac there are so many have Android Phone and maybe just simple SMS/CALL Phone.

Please Apple enable SMS Delivery Report for iPhone... we really appreciate...
