can't quit Safari without force quite

Hold the option key down and click the “Go” menu in the Finder menu bar.
Select”Library” from the dropdown.
Click open the Caches folder and scroll down.
Click open the com.apple.Safari folder.
You should see the Caches .db folder.
Scroll down and click open the Safari folder and select History files.
Scroll down and click open the Saved Application State folder.
You should see the com.apple Safari.savedState file
Backup the Mac.
Go step by step and test.
1. Force Quit Safari.
2. Move these files to trash and test.
Close all windows and quit all applications.
Hold "option" key down and click "Go" menu in the Finder menu bar.
Library will appear between “Home” and “Computer” entries in the dropdown.
Select "Library" from the dropdown.
Click the “List” view button in the Finder toolbar.
Step.1
Look for these files
Library > Caches > com.apple.Safari > Caches.db
Library > Safari > LastSession.plist
Library > Saved Application State > com.apple.Safari.saved.State
Right click on these files and select "Move To Trash”.
Close windows. Quit Safari
Restart and relaunch Safari.
Step.2
Look for these files
Library > Safari > History.db
Library > Safari > History.db-lock ( if this file is listed)
Library > Safari > History.db-shm
Library > Safari > History.db-wal
Library > Safari > History.plist
Library > Safari > Historyindex.sk
Right click on these files and select "Move To Trash”.
Close windows. Quit Safari
Restart and relaunch Safari.
If this doesn’t help, “Put Back” these files
Right click on the Trash icon in the Dock and select “Open”.
Right click on these files and select “Put Back”.
Select “Replace” from the dialog.
