Can I trade in my charging cable to Apple?
I have some broken charging cables, so what happens if I bring it to the Genius Bar, will they give a new one to me, or I have to pay for one?

If you have AppleCare for your iPhone 7 Plus, then may trade you one original genuine Apple cable for one new cable. However, they will probably not trade any more than one. Additional cables will need be to be purchased.
If problem is due to manufacturing defect and cable is still
under warranty, cable should be replaced.
If problem is due to damage or accident, you will have to pay
for replacement.
Take the cables to Apple for evaluation. After inspection, Apple
staff will explain your options.

Of course you have to purchase new ones. If you damaged them, you can purchase replacements.
The only time you'd even be entitled to new ones is if they failed while under warranty, and due to a manufacturing defect, not age or use or accidental damage.
The Apple warranty does not cover damage, only manufacturing defects. However, they may take pity on you for one of the broken cables. The only way to find out is to make a genius bar appointment and ask. Fortunately, Lightning cables are not a large expense.

If still under the default one year warranty, or AppleCare+ extended warranty, and if the malfunction was related to a manufacturing defect, then yes, you'd be entitled to a replacement.
But you said "broken" cables and if you break something you own (through accident, mis-use or abuse), then no warranty applies and any replacement would be your responsibility.
