Help me turn off Find my Iphone from a laptop

I've recently drowned my Iphone. I'm wondering if anyone can tell me how to turn off "Find my Iphone" from my laptop so when my new phone arrives I won't have any issues setting it up. Thanks in advance.

iPhone 5c, iOS 9.3

Log in to https://icloud.com/find using your Apple ID. From there you can disable Find my iPhone on the device by erasing it, then removing it from your account, even it it isn't currently operational. See: What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support and scroll down to the section if you no longer have your device.

Since the dead phone is indeed kaput and will be forever gone, that won't be a problem (i.e., the multiple "purchased iPhone from back alley robber vendor, can't get it to work" threads found here). Removing the device from your list is mostly a convenience for you; can always have more than one device in that list, just make sure each is clearly identified as such.
