I am not able to text a friend who has an android phone, and I don't know her carrier. My text does not get delivered, and I get the message, "text not delivered". When I select the "i" for information, it has an option to "try again". When I try again, it still does not go through. I am able to text her from my iPhone 6. When I go to Settings> Messages, there is no option to choose to send a SMS message. Thanks for any help.

Are both your iPhone and your iPad using the same Apple ID? If so, on the iPhone, go to Settings>Messages>Text Message Forwarding and select your iPad.
Note: The setting on your iPhone, "Send as SMS" only does one thing: if you try to send an iMessage and it fails, the phone will try to send the message again as an SMS. As an iPad is not capable of natively sending an SMS, there is no such setting on the iPad.

If your iPad doesn't have a SIM card, you need to set up Continuity between your iPad and iPhone.
Basically letting your iPad to send SMS via the iPhone.

Whether or not they iPad has a SIM is irrelevant. Even with a SIM, an iPad cannot send an SMS on its own. It must be paired with an iPhone using the same Apple ID.
My elderly father has an iPad and uses it over WiFi but does not have an iPhone. He would like to text a friend who has an Android phone. Is this possible? I have searched online and on the these boards and everything seems to address a user who has both an iPad and an iPhone. Help would be appreciated.

He and his friend would need a third party messaging app to allow them to message between a iPad not connected to an iPhone and an Android device. Or, they could use email.
If they don’t want to just use email, they could each get a free gmail account and use google hangout for chat and messages.
