It does not stop spinning. I have tried hard reset on my phone. And from what I can tell there is no way to reinstall the health app. I also do not see any health data in the health app. I made sure I am running the latest software. Any solution?
At this point only 2 options remain:
Take your iPhone to an Apple store or other Apple authorized service location to have this issue diagnosed.

Do all this by holding the Sleep/Wake (iPhone) and the Side button(Apple Watch) on your devices. Then slide the slider to turn off.
Since you said you don't wan't to wipe your device I will suggest contacting Apple Support as they may have different troubleshooting steps that we don't know about.
When you say you tried reset do you mean
On an iPhone 7 or iPhone 7 Plus: Press and hold both the Sleep/Wake and Volume Down buttons for at least ten seconds, until you see the Apple logo.
On an iPhone 6s and earlier, iPad, or iPod touch: Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.

Well, the setting reset and device resets didn't work. Bummer. Not looking forward to wiping the device... Apple should really offer a reset for the health app. I think that would solve it. Oh well. Thank you both for your help.

Try this:
Settings → Privacy → Motion & Fitness → Enable all the switches there.
They are all enabled already. :/

Do you have more than one iPhone listed there?
