Based on the message in the screenshot, the phone is not unlocked. You'll need to find out which US carrier it's locked to and see if they will unlock it for you. If you contact Apple Customer Support, they may be able to tell you which carrier you need to contact.

Where did you buy the phone? If you bought it from Best Buy, you don't really have an unlocked phone.
