Not really. But properties of images in Excel can be set to 'Move and size with cells' or 'Move but don't size with cells' or 'Don't move or size with cells.' Note the plural, not a single cell.
An image in Numbers, if pasted into the background of a cell rather than left on the canvas of the sheet, can be thought of as "belonging" to that particular cell as its 'Image Fill.' It will move with the cell. Once a background fill has been added, it never really "goes away." The image can be hidden by formatting the cell as 'No Fill'. But it's still there, in the bowels of the .numbers package, and reappears as soon as fill is set back to 'Image Fill' or 'Advanced Image Fill'.
If a document becomes bloated, there are ways in Finder to delve into the guts of the .numbers package to excise unused images, but that's not for the faint of heart.
