There is a free online service at http://www.zamzar.com/convert/dwg-to-pdf/ that is free to use and claims to do the job. Once submitted, it provides a link to download the converted file.

I have not tried this and have no association with them.

You ask for a way to convert "without opening the DWG files" but any app on your computer will open the file to do the conversion.
