The rear camera is a very respectable 8mp, but without an LED flash, you need to have good lighting indoors/outdoors to achieve good results for both photos and videos.
There are third party camera apps that may help with getting better shots/shooting video with those apps with those iPad cameras.
You will need to purchase, download and try third party camera apps until you find ones that work for you.

The front facing FaceTime camera is only a paltry 1.2mp and while fine for FaceTime and any other types of video calls (like Skype) and, maybe for getting selfie type videos, however, it will be extremely poor for sefie photos/images.
This is the same poor front facing camera they have been putting on the front of iPads since the iPad 3, over 4 years, ago.
There isn't much you can do with the front facing cameras on most iPad models.
The only iPad model that has superior cameras is the new 9.7 inch screen iPad Pro.
That iPad has a 5mp front facing camera and and a 12mp rear facing camera with LED flash.
