From what I have read (Google is your friend) the most common cause is copying files back and forth. It happens primarily when someone is copying files back and forth from a Windows formatted Drive to a Mac Formatted Drive. (Is the external drive formatted in Windows Format - usually FAT or NTSC?)

Found this article about how to correct the error - though you have to be comfortable using Terminal and line commands for it to work.

What is the drive format and how is it connected?

To hold the Photos library it must be formatted Mac OS extended (journaled) - no other drive format will work
