There is, but you need to add 'arrowhead' endpoints to one end of a curve.
Here are twoexamples, using Numbers 3.6.2.
The red arrow is produced from the Arc shape. I chose the rough red line Style, increased the stroke weight to 10 pts, nd chose the first arrow symbol from the pop-up menu in the Format nspector.
The black arrow began with choosing the Draw with Pen shape at the bottom of the Shapes menu. I double-clicked the inserted starting point to toggle the connecting path from straight to curved, then drew and adjusted the curve shown to a pleasing shape. Then with the shape selected (small square handles appear at the corners of the rectangle enclosing the selected shape), I added the first arrow in the pop-up menu to the 'end' of the curve, and adjusted the stroke weight to 6 pt.
Noticed on closing that the question referred to Pages, not Numbers. The process in Pages is essentially the same. Here are two curved arrows made in Pages 5.6.2.
The bottom arrow is set (Format menu > shapes and lines > Make objects editable, which allows changing the shape of the curve by dragging a new control circle between two existing ones when the mouse is brought near.
