Exactly.
A specific example, I rented and downloaded 2 movies to my iPad Pro to watch on a flight recently. They were there in my library under the TV app, while I was connected to WiFi.
However, when I got on the plane, and went to access the movies, the TV app just showed a white screen, and said it needed to be connected to the internet. The option to click on the library icon in the bottom left wasn't there, because the app itself didn't load anything, and gave the error message listed in the post above.
We cannot be the only people with this issue. It would appear to me, that apple needs to have an offline mode for the TV app, which just shows the library option, when you are offline. The fact that the screen is white, and nothing loads/is available to select is a problem, because you cannot access your content that is on the device.
A quick way to replicate the problem is to launch TV on an iPhone or iPad and look at the library. Then put the exact same device in airplane mode, and try to launch the app. You'll see exactly what we are talking about.
Huge issue, as this has ramifications for road trips with the kids (who cannot watch movies stored on the device itself) because our kids iPads are WiFi only.
