There some conflicting information here. If its stuck on Activation Lock it would be requesting an Apple ID and Password of the person who set up iCloud and Find My iPhone.
It would not however request a sim card on that screen yet.
If it is requesting a Sim Card, then its not likely to be in Activation lock as that would be requested after Activation Lock has been removed. Activation Lock is not related to the sim card at all.
Unfortunately without the Apple ID and Password there's no way to get passed Activation Lock. Its an Anti-Theft feature that would be rendered useless if it could be bypassed in any way.
You probably won't be able to use this iPhone in any way though. If you can, return it to the place you bought it from.
If your were able to get through Activation Lock, and the iPhone was locked to Sprint then only a sim card from them would work in the iPhone, and also only they can unlock it for use with another carrier.
