Apple Configurator 2 - Getting "Failed to create activation record" when adding an iPad. How to resolve?

I just resolved my problem. My iPad was at the "Hello" screen when Apple Configurator would give me the error. I went through the steps on the iPad up to entering the WiFi. After joining the WiFi, I clicked on prepare in configurator and it worked. The iPad is now supervised.

I've also got this issue with my schools devices with the apple dep program / profile manager.
In profile manager previously I could clear an activation lock and the device would activate again.
Now I get the same error message as you. Or if I do it manually, it says the activation server is not available.
Devices where I have the students log out of "find my iphone" will activate though.
Apple definitely changed something in the activation process.
I also have a similar problem.
I have logged out of the device through the iCloud menu, I have "Erased All Content and Settings", I have removed the device from iCloud.com...yet it still will not let me prepare the device.
Any help would be appreciated.
I'm having the exact same error. No matter how many times I erase the iPad, and try to prepare it doesn't work. I've done the exact same procedure on other iPads and it works perfect. I don't get it.
