If you're talking about on a computer go to iCloud.com and sign in to your Apple ID.
To see what's in iCloud on your phone go to Settings > General > Storage and iCloud usage and click "Manage" under the iCloud section.

The iCloud does multiple things.
It stores your back ups. To see the last time your phone backed up you can go into settings/iCloud/storage/ manage storage. It is encrypted so the only way you can view it is to restore it on a new factory settings phone. Or you can log into iCloud.com and go to devices app.
iCloud Photo Library syncs your photos across all of your devices. To see all your photos from all your devices that are signed in and enabled iCloud photo library you can go to iCloud.com and click on the Photos app.
iCloud drive is like Dropbox and you can store documents etc. You can also see what is in your iCloud drive by going to iCloud.com.
It also stores all of your purchases so you can download them and all your devices when logged in. To see your purchase history of apps music etc. in the iCloud on your phone, going to the iTunes store in the bottom right you will see a more button click on that at the top you will see "purchased "
