if you restore as new or factory reset yes you lose all data.
Depending if you sync your contacts to an icloud or email program, you would need to sync it back to your phone.

Are your contacts synced to an online service such as iCloud? Google Contacts? Outlook.com?
Are your contacts backed up anywhere?
If the answer to those is No, then there's no place to get the contacts from outside of the iPhone you are going to wipe. .
You would need to make sure your contacts are retrievable form somewhere other than the iPhone.
