How do I access the IOS 10 Notification Center

My MagicJack app cannot notify me of incoming calls. The pop-up window says to go to Settings --> Notifications and be certain that Notifications are turned on. I've done that. Further, it says to go to the Notification Center and assure that MagicJack "Alerts, Badges and Sounds" are turned on.


I've tried swiping up with three fingers to open the Notification Center, but nothing happens. How can I access the Notification Center? Or am I looking in the wrong place?

I can receive both calls and notifications via MagicJack, but when there's an incoming MagicJack call, my phone neither rings nor vibrates. I have to check the app for "Recents".


When I go to the MagicJack app, a window pops up that says to go to turn on Notifications in Settings (I've done that) and then turn on MagicJack alerts, badges and sounds in the Notification Center.


When I go to the Notification Center, there is no place to turn on those MagicJack alerts, badges and sounds. There seems to be no widget for MagicJack.
