OS 10.12.4 Image capture no longer saves PDF documents. It saves JPEG's but when I try to scan with the PDF setting, although it shows the document in the image capture screen it will not save to to the desk top or to my documents. Can there be an adjustment I need to make to get this to work again? It just occurred.

You don't need to transfer anything. Please re-read the instructions you were provided and follow the directions.
I have read the instructions. I have tried to save the PDF from image capture to my desktop, to preview, to my documents and each time the scanned image overview on the image capture does not get scanned to these different locations. I have done this previously without problem and now this is not possible.
I don't know; however, the problem is that your NDA does not allow you to discuss any beta related problems anywhere except with Apple directly (and they can't be discussed in these forums either); if you're running the public beta, you have Feedback Assistant installed which is what you are supposed to use for bug reports.
FWIW, even if it was allowed, it wouldn't make any sense - unless someone else is running the same OS version, there is no way to ascertain if the OS is the culprit or not.
If you select print and then select the PDF option at the bottom left of the Print Dialog screen will it let you save as a PDF there?

Yes 10.12.4 Beta (16E144f). Do you think that's the problem?
I'll use the Feedback Assistant to report this. Thank you. I can't seem to find a fix for it so it might be the beta version.
