How do I get a PIN number

Every time I try to acquire a "PIN" number for my iPad's, I'm placed on an Apple not so Marry-Go-Round of generating temporary "PIN" numbers with no direction on how To get a permanent "PIN" number. Please, if anyone knows how to make a permanent "PIN" number, share how it's done ( with me "and" with Apple ).

iPad 3-OTHER, iOS 9.3.5, 64 GB / "SIRI" enabled.

Hi. If you're using 2-factor authentication, where you receive a code on a trusted device when logging in with your Apple ID, those codes are always temporary. There is no permanent "PIN" number. If you describe your specific problem, someone call tell you how to avoid getting into a loop. Here's Two-factor authentication for Apple ID - Apple Support some info on 2FA.
