When composing a mail the stationary button does not appear in the tool bar. If i chose customize toolbar, the icon cannot be dragged to the tool bar, it snaps back. If I try to add it to the mail toolbar(where I read m mail) it is not in the tools? What gives???

The stationary button is by default (macOS Sierra) in the right upper corner on your compose window and is not visible on the toolbar from the mail app itself. You don't have this button in the compose window? Is it visible in the 'default toolbar' when you choose customize toolbar?
Is the stationary icon visible in the 'default toolbar' when you're at the customize window? Are you sure you're dragging it to the compose window toolbar and not to mail app toolbar? See picture for clarification.
It is not in the took bar. When I select customize the tool bar it is there but grayed out and I cannot drag it to the tool bar. I tried dragging the default toolbar they to but it just snaps back to the choices .
