Your Apple ID credentials are not tied to your phone passcode. Your Apple ID is an account credential. Your passcode for your phone is to secure the hardware. As Apple does not have any record of your phone passcode, they have no way of retrieving it for you. This is to protect your privacy. It means noe on at Apple has access to your phone. It also means that Apple cannot, even if presented with a subpoena, provide that passcode to the government.

If your phones were indeed synced, your data is available after resetting your passcode from iCloud.

If you mean the lock code, you either have to remember it or restore your phone as new. Those are the only two options.

What's the point in password protecting your device if it's easy to bypass?
