Mac Safari iCloud tabs not working

Hello, I have macOS 10.12.3 with Safari 10.0.3 (12602.4.8) instaled. Everytime when I turn off my computer and start it again, all iCloud tabs are gone and bookmars or history from another devices are not synced.

I have In iCloud settings turned on Safari, but when im turn it off and set to on again, everything works well. But when I turn on my computer next time, I must do it again.

1. Delete Caches and test.

Close all windows and quit all applications.

Hold "option" key down and click "Go" menu in the Finder menu bar.

Select "Library" from the dropdown.

Library > Caches > com.apple.Safari

Right click the com.apple.Safari file and select "Move To Trash.

Close windows and relaunch Safari.

2. Delete com.apple.Safari.plist file and test.

Backup the Mac.

Empty the Trash.

Quit all applications.

Hold the option key down and click the "Go" menu in the Finder menu bar.

Select "Library" from the drop down.

Library > Preferences > com.apple.Safari.plist

Right click on it and select "Move it to Trash".

Restart. Relaunch Safari.

If this doesn’t help, “Put Back” the com.apple.Safari.plist

Right click on the Trash icon in the Dock and select “Open”.

Right click on the com.apple.Safari.plist and select “Put Back”.

1. go System Preferences - Icloud - uncheck Safari

2. restart mac

3. go System Preferences - Icloud - check Safari

worked on mine

to be exact, my problem was that suddenly, my Macbook Air Safari could not see all the tabs in all of my devices when i click the double square on the upper right hand corner of Safari. That double box opens up all open tabs across all devices. i tried the above steps and instantly, all the tabs were accessible again on my MBA.
