It is not possible to install / update to the latest apps from Facebook or Instagram on your iPhone 4.
The latest version of each requires an iPhone running iOS 8 or newer.
Your iPhone cannot be updated beyond iOS 7.1.2, so you would need to buy a newer model of iPhone in order to use the apps.
